Rural Stores Ltd. operates a portfolio of community shopping centres across British Columbia. Several of these properties were experiencing common challenges seen in aging retail assets.

Vacant units were increasing. Leasing momentum had slowed. Public perception of the centres did not reflect their potential within growing residential communities. The opportunity was not simply filling vacancies. It was repositioning the assets to improve competitiveness, increase activity, and strengthen long-term performance.

Black Label Designs was engaged to support a portfolio-wide modernization initiative combining activation strategy, design improvements, and operational infrastructure.
Strategic Repositioning Framework

The repositioning strategy addressed the asset from both a commercial and spatial perspective.
Rather than approaching the challenge as a marketing exercise, the work focused on building infrastructure that supports leasing performance and tenant confidence.
1. Revenue Activation & Hybrid Space Model

A vacant unit was repositioned into a flexible environment supporting:
  • Wellness programming
  • Retail product integration
  • Community classes and events
This created a multi-purpose commercial environment capable of generating revenue while increasing daily traffic within the centre.

2. Pop-Up Infrastructure & Vacancy Mitigation
A structured pop-up leasing model was implemented to activate vacant storefronts.
The objective was to transform dark units into active commercial spaces while permanent tenants were sourced. Pop-ups served several strategic purposes.
3. Brand Positioning & Public Visibility

The centre’s public-facing identity was modernized to increase credibility with both tenants and the surrounding community. A structured digital presence and content strategy were introduced to highlight tenants, events, and activation programming.

4. Asset Modernization & Physical Improvements

Targeted upgrades were executed to improve perceived asset quality and strengthen leasing presentation. Improvements included:

  • Repositioning of semi-outdoor atrium spaces
  • Interior support for pop-up environments 

5. Operational Systems & Leasing Infrastructure
In addition to physical and experiential improvements, structured operational systems were introduced. These systems were designed to improve execution efficiency and reduce delays between vacancy and occupancy.
